The Partnership Programme on European Youth Work and Policy (the Partnership) is a joint initiative of the Council of Europe and the European Commission. The two institutions decided to take common action in this field several years ago, and have since renewed their cooperation.The Partnership held three pilot training courses on European Citizenship between 2001 and 2003. Based on the need for a higher number of training activities and a wider outreach in this field, the Council of Europe and the European Commission have embarked on developing European Citizenship training Modules. Since then, 6 training Modules have taken place.
Application deadline is 31 May 2006
Another six training Modules will be offered in May-November 2006, hosted by the National Agencies of the Youth Programme of the European Commission. Each training module will focus on one important aspect of the concept and practice of European Citizenship, while the basis will be the same.
The aim for these training Modules on European citizenship is to develop a sense of space and place in contemporay Europe, the skills required to be active agents of change and development, and the knwoledge required to make choices within this context.

Profile of participants
The Modules are intended to be an opportunity for further training complementary to previous experience and training for both youth workers and youth leaders who :
have experience of at least 2 years in youth work (as volunteers or professionals);
have organised or co-organised at least 1 international youth project;
have experience in developing and managing a project with and for young people;
are directly involved in youth activities with young people;
are supported by their organisation in the application and in their work to integrate European Citizenship into youth work;
are committed to work directly with young people on issues related to European citizenship;
are motivated to undergo training and able to attend the course for its full duration;
are able to work in English;
have a general knowledge and understanding of youth work realities in their countries and a direct involvement with issues of European Citizenship in this context;
are resident in a member state of the Council of Europe or in another country signatory to the European Cultural convention.
have proven experience of youth work in the field of the specific focus of the Module that the applicant applies.
Travel and other expenses
Board and lodging will be provided and paid for by the hosting National Agency. For residents of programme countries of the Youth Programme (with National Agency representation), please contact your sending National Agency regarding travel cost reimbursement. For non-programme country residents, travel expenses and visa fees will be reimbursed by the Partnership Secretariat according to rules of the Directorate of Youth and Sport of the Council of Europe.

Please send your application to the National Agency of the Youth Program in your country for pre-selection.
In case there is no National Agency representation in your country, please send your application directly to the hosting National Agency by the above deadline.
Please note that applications sent to the Partnership Secretariat will NOT be accepted.
